Frequently Asked Questions: Brazil Citizenship & Naturalization
Is there an open public registry of all Brazilian citizens?
No. Brazil does not maintain an open searchable database of all citizens. Native citizenship by birth (Jus Soli) is archived in local civil registry offices (Cartórios) and protected by LGPD. However, naturalization decrees for foreigners are federal executive decisions published openly in the Diário Oficial da União.
What is the difference between Polícia Federal and the Ministry of Justice (MJSP)?
The Federal Police (PF) receives your application package, collects biometrics, conducts security background checks, and issues the protocol. However, the Federal Police does NOT grant citizenship. The final decision is made and published exclusively by the Ministry of Justice (MJSP / SENAJUS).
When does Brazilian citizenship officially take legal effect?
According to Brazilian legislation (Lei nº 13.445/2017), citizenship takes full legal effect immediately on the date of publication of the Portaria de Naturalização in the Diário Oficial da União.
What should I do after my name appears in the DOU decree?
Once published, you can schedule an appointment at the Federal Police to return your CRNM card and request your Brazilian identity card (CIN / RG) and Brazilian passport (Passaporte Brasileiro) at the Polícia Federal or state Poupatempo/IGP offices.
