Property Tax (IPTU) in Florianópolis: Calculation & Costs

What is IPTU?

IPTU (Imposto Predial e Territorial Urbano) is an urban building and land tax. It is levied annually by the municipality (Prefeitura) on all property owners within city limits. The funds go toward city infrastructure, roads, public lighting, and basic services.

How is IPTU Calculated?

The calculation formula is straightforward but depends on the city's internal valuations: IPTU = Cadastral Value (Valor Venal) × Tax Rate (Alíquota)

  • Valor Venal: This is the assessed value of the property according to the city hall. It is typically much lower than the actual market value.
  • Alíquota: The percentage rate, which ranges from 0.5% to 1.5% or more, depending on the property's use and location.

Rates for Florianópolis (2026)

In the capital of Santa Catarina, the following approximate rates apply:

  • Residential (Residencial): Around 1% of the Valor Venal.
  • Commercial (Comercial): Usually higher, around 1.5%.
  • Vacant Lots (Terrenos baldios): May be taxed at higher rates to prevent land speculation.

Example Calculation

Let's take an 80m² apartment in the Campeche neighborhood.

  • Market Value: R$ 800,000
  • Valor Venal (PMF assessment): ~R$ 350,000
  • Rate: 1%

Progressive IPTU

For owners of unused urban land, a progressive tax (up to 15%) is applied. This aims to encourage owners to develop or sell the land rather than keeping it abandoned for speculation.

Discounts and Exemptions

The Florianópolis City Hall (PMF) encourages early payment.

  • Discounts: Paying in a single lump sum (cota única) in January usually grants a discount of 15% to 20%.
  • Exemptions: Waivers (isenção) are available for low-income retirees and owners of a single low-value home.

How to Pay IPTU

At the beginning of the year, the city sends out payment booklets (carnê).

  1. Carnê: The physical booklet containing payment slips.
  2. Online: You can generate a "boleto" via the PMF portal or the Floripa Digital app.

What Happens if You Don't Pay?

Ignoring IPTU bills leads to severe consequences:

  • Accrual of interest (juros) and fines (multa).
  • The debt is registered in the Dívida Ativa (active debt registry).
  • In extreme cases, the property can be seized (penhora) and auctioned to cover the debt.

Checking the Cost Before Buying

Before you transfer money to Brazil and sign a contract, always verify the IPTU status. Ask the seller for the "Inscrição Imobiliária" and run a "consulta Valor Venal" and a debt check (Certidão Negativa de Débitos) on the PMF portal.
