Most expats believe that to obtain a VITEM XIV digital nomad visa, they must apply at a Brazilian consulate outside the country. However, Brazilian law allows foreigners to legally change their status (a process known as Residência Temporária) from within the country. This is done through the official government portal MigranteWeb, which is administered by the Ministry of Labor and Employment (Ministério do Trabalho e Emprego - MTE).

In this guide, we will break down how to navigate this process in Florianópolis without leaving the country.

Advantages of Applying via MigranteWeb

Submitting your digital nomad visa application directly from within Brazil has several key benefits compared to the traditional consular route:

  1. No Health Insurance Requirement: When applying through consulates abroad, a comprehensive health insurance policy covering the entire duration of stay is mandatory. In the MigranteWeb rules for in-country temporary residency, this health insurance requirement is omitted.
  2. Faster Processing Times: In-country applications are often processed quicker—decisions from the Ministry of Labor typically take between 15 to 30 calendar days.
  3. Continuous Legal Stay: Once you submit your application to the MigranteWeb system, you receive an official protocol. This protocol legalizes your stay in Brazil, even if your initial 90-day visa-free entry (or extended tourist stay) expires while you are waiting for a decision.

Document Requirements for MigranteWeb

Before uploading files to the portal, you must gather and legalize your entire document package. All foreign documents must be translated by a sworn public translator in Brazil (tradutor juramentado).

  • Application for Temporary Residence: A form completed in Portuguese on the Ministry's official template.
  • Valid Passport: Scan of all pages, including blank ones.
  • Birth Certificate or Civil Status Certificate: Must be apostilled in your home country and translated into Portuguese by a sworn translator in Brazil.
  • Criminal Background Check: From all countries where you have resided in the past 5 years. Must be apostilled and translated in Brazil. Background checks are valid for 90 days from their issuance date.
  • Contract with a Foreign Employer/Client: The contract must prove an active employment or business relationship outside Brazil, explicitly stating the remote nature of the work.
  • Proof of Income: Foreign bank statements for the past 3 months showing a regular inflow of at least $1,500/month per applicant (+ $500 for each dependent), or proof of savings of at least $18,000.
  • Self-Declaration of Clean Criminal Record in Brazil: Signed on the provided MTE template.
  • GRU Government Fee Receipt: Paid using the temporary residency processing code (usually code 140120, costing around R$ 372.90).

📍 Personal Experience Source (HelpinFloripa):

Many digital nomads make the mistake of uploading documents to MigranteWeb with standard English translations. The system automatically rejects applications that do not include sworn Brazilian translations. Always order tradução juramentada from certified translators in Brazil.

Step-by-Step Submission Process

The application process is divided into three main stages: registering on Gov.br, filling out the application in MigranteWeb, and uploading documents.

Step 1: Authorization via Gov.br

To access MigranteWeb, you need an account on Brazil's unified citizen portal, Gov.br. Creating this account requires a CPF. If you do not have one yet, read our guide on how to get a CPF online for tourists.

Your Gov.br account must be upgraded to Silver or Gold level (done via facial verification in the Gov.br app or integration with a Brazilian bank account).

Step 2: Accessing the MigranteWeb Portal

Go to the official MigranteWeb portal and log in using your Gov.br credentials. In the main menu, select Solicitar Residência / Mudança de Status.

Step 3: Selecting the Legal Ground

Select the temporary residence category for digital nomads: Residência Temporária - Nômade Digital (pursuant to the joint ministerial resolution Resolução Conjunta MJSP/MTE nº 45).

Step 4: Uploading Files

Each document must be uploaded to its corresponding field as a PDF. Pay attention to the file size limits, which are typically capped at 2 MB per document. Combine certificates and their sworn translations into a single PDF.

Step 5: Paying the GRU Fee and Submitting

Generate a GRU invoice on the Federal Police website, pay it via a banking app or at a lottery shop (Casa Lotérica), and attach the proof of payment. Submit your application.

What to Do After Submission?

Once submitted, the system generates a Protocolo de Solicitação (Application Protocol). Print this document and keep it with your passport. It serves as your official legal proof of status while your application is processed, protecting you from visa overstay fines or deportation.

You can monitor the status of your application directly on the MigranteWeb dashboard. If any errors are found, you will receive an "exigência" (requirement notice) to upload corrected documents, usually within 10 business days.

Once approved, the decision is published in the Federal Official Gazette (Diário Oficial da União). You then have 30 days to book an appointment at the Federal Police in Florianópolis to register your biometrics and order your physical CRNM card.

FAQ

What are the exact processing timelines for MigranteWeb?

Processing typically takes 15 to 30 days. In rare cases of high volume, it may take 45 to 60 days. Your protocol keeps you fully legal throughout the waiting period.

Can I leave Brazil while my application is pending?

Leaving the country while your in-country application is pending is not recommended, as it can be interpreted as abandoning the process.

Do I need to extend my tourist visa if I have already applied?

If you submit your application and receive a protocol before your legal tourist stay expires, you do not need to extend your tourist stay. If you need more time before submitting, check our tourist visa extension guide.

Can I pay the GRU fee without a Brazilian bank account?

Yes. You can pay the GRU invoice in cash at any lottery shop (Casa Lotérica) or using Wise Pix. Learn more in our Wise Pix guide.
